It depends on your local region. In San Francisco, the local florists go to our "flower mart" early in morning (4AM) to purchase their supply of flowers they plan to sell at the retail level. The "flower mart" are groups of "wholesalers" that sell to "retailers". Generally speaking you need a "business license" of some type to demonstrate that you are your a retailer and thus can buy from the wholesaler. Now the key is the wholesaler gets their supplier of flowers from the "manufacturers" who are the real source of the flowers. I work with these companies. They are typically very large growers with very large greenhouses that grow thousands if not millions of flowers in specialzed highly controlled greenhouses.
